CPUC to Hold Three-Day Workshop on EPIC 5 Clean Energy Investment Plans

SAN FRANCISCO – The California Public Utilities Commission (CPUC) will hold a three-day hybrid workshop to provide an opportunity for Electric Program Investment Charge (EPIC) administrators to present their EPIC 5 Investment Plans totaling nearly $1 billion for 2026-2030 and discuss proposed investments in clean energy innovation. The workshop will provide participants an opportunity to ask questions and provide feedback on proposed EPIC investment portfolios.

  • Thurs., Oct. 22, 2026 at 9 a.m.

WHAT:

The EPIC 5 Investment Plan Workshop will provide an opportunity for entities that administer the EPIC program to present their Investment Plans filed on August 26, 2026. The workshop will examine how proposed strategic initiatives, associated research topic areas, and proposed budgets address barriers and advance strategic objectives related to transportation electrification, distributed energy resource integration, building decarbonization, climate adaptation, and getting to net zero with the coordinated role of natural gas approved by the CPUC.

Topics scheduled for discussion over the three-day workshop include whole home electrification, electric vehicle charging infrastructure, grid and community resiliency, interconnection and energization processes, grid hardening, and other areas related to the EPIC 5 Strategic Objectives.

BACKGROUND

EPIC supports the development of new, emerging, and pre-commercial clean energy innovations in California. The CPUC requires that EPIC portfolios be designed to demonstrate ratepayer benefits through equitable access to safe, affordable, reliable, and environmentally sustainable energy for electricity ratepayers. The program is funded by California utility customers under the auspices of the CPUC.

In its most recent EPIC Decision the CPUC adopted a set of 13 Strategic Objectives for the EPIC 5 Investment period (2026-2030) to serve as clear, measurable, and robust targets to guide EPIC 5 investment plan strategies to scale and deploy innovation. On Aug. 26, 2026, the four EPIC administrators filed their EPIC 5 Investment Plans with the CPUC. The Investment Plans identify administrator-proposed strategic initiatives, and associated research topic areas, for the investment period (2026-2030). All EPIC administrator investment plans are required to produce measurable progress in achievement of the CPUC-approved strategic objectives. Administrator Investment Plan applications include the California Energy Commission (CEC), Pacific Gas and Electric Company (PG&E), Southern California Edison (SCE), and San Diego Gas & Electric (SDG&E).

A quorum of Commissioners may attend but no decisions will be made or voted on at the events.
